I don't think you be able to get the bindings to work in the latest development version. Much has been changing in PolyVox and the bindings are no longer up to date. They should work again in the future, but this might be a little way off as we are moving to making PolyVox a header-only library and so it is not quite clear how bindings should be done.

see here) and Python bindings are not so well tested under Windows.
